This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in Development Business, Issue No. 604 on 16th April 2003 and online on 2nd August 2003.

The Government of India has received a loan/credit financing in the amount of about US$400 million equivalent from the World Bank towards the cost of the Rural Roads Project, part of which is to be used in the state of Himachal Pradesh.  The Government of Himachal Pradesh now intends to apply part of the proceeds of this loan/credit to payments under the contract for services to prepare a human resource strategy for the Public Works Department (PWD) of the state.

The objectives of the consultancy services shall include to: (i) assess the training needs of all staff in the PWD through undertaking a gap analysis between current skills and required skills; (ii) prepare a detailed training program for implementation over the next three years; (iii) identify the strengths and weaknesses of the current human resource management system in the PWD; and (iv) propose a revised human resource management plan.  These services are expected to be delivered in Shimla and other districts of the State over about 12 months.

The Himachal Pradesh Rural Road Development Agency now invites eligible consultants to indicate their interest in providing the services.  Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).  Consultants may associate to enhance their qualifications.  The “ Association” may take the form of a joint venture (with joint and several liability) or of a sub-consultancy.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers as amended May 2004.

Interested consultants should obtain further information and the format for EOI at the address below during office hours from 1000 to 1700 hours.

Expressions of interest must be delivered to the address below by no later than 1600 hours on 20th February 2006.
